Mission Statement:
The Newton Treasury Dept. is responsible for the billing and collection of amounts due to the city, including Real Estate Tax, Personal Property Tax, Motor Vehicle Excise Tax, Boat Excise Tax, and Water/Sewer/Storm Water Utility Bills.
In collecting these amounts due to the city, it is our express goal to provide excellent customer service to our residents and taxpayers. Tax Payments, Interest:
Property Tax Bills are issued on a quarterly basis. Installments are due every year on August 1, November 1, February 1, and May 1 (or the next business day thereafter if those dates fall on a non-business day). Payments made after these dates do accrue interest at a rate set under state law (14.0% APR)
Motor Vehicle Excise Bills are issued once each calendar year to the owner(s) of each vehicle registered in Massachusetts and are due within 30 days from the bill date. As with property taxes, payments made after the due date accrue interest at a rate set under state law (12.0% APR).
Utility (Water/Sewer) Bills are issued quarterly and are due within 30 days from the bill date. As with property taxes, payments made after the due date accrue interest (6.0% APR).
Refunds:
In some cases, refunds are automatically issued, such as when a taxpayer successfully disputes a tax and an abatement is granted; but in other cases, a credit balance may exist on a bill, such as when excess payments are received, where a refund is not automatically issued. If you notice an overpayment on your account, or receive a credit balance statement from us, you may request a refund by email to treasury@newtonma.gov.
Municipal Lien Certificates:
Please provide a letter requesting a "Municipal Lien Certificate."
Also required are: A self-addressed, stamped, reply envelope with which to return the completed certificate, and a check in the appropriate amount as provided below:
- Condominium Unit, Single-Family, Two-Family or Three-Family Residence: $50.00;
- Residence for Four or More Families: $200.00;
- Commercial, Industrial or Public Utilities: $300.00;
- Vacant Land, including vacant land adjoining another parcel: $50.00;
Instruments of Redemption, Tax Deferral Releases, Betterment Releases: For issuance of a document releasing any type of municipal lien filed with the Registry of Deeds (Tax Takings, Tax Deferrals, Betterments, etc.); please provide payment of $25.00, along with a copy of the document filed with the Registry of Deeds and complete payment of the underlying amounts due to the City, if applicable.
