About the Plan
The Walk, Roll, and Bike Network Plan supports a transportation system that is safe, smart, accessible, livable and sustainable. Providing a network of high-quality bicycle and pedestrian facilities will enhance quality of life for all residents, help reduce greenhouse gas emissions, increase public health, and support community and economic development.

Project Goals
The Plan's recommendations aim to:
- Connect people to key destinations by expanding walking, rolling and biking networks that reach schools, parks, recreation centers, civic institutions, transit stops and village centers with low-stress, comfortable routes.
- Advance accessibility for all users by ensuring sidewalks, curb ramps, and crossings meet ADA standards, prioritizing access for older adults, children and people with disabilities.
- Enhance safety and comfort by improving streets and crossings with traffic calming, signal operations, and design changes that reduce conflicts and make walking, rolling, and biking feel safer and more comfortable.
- Use resources efficiently by coordinating bicycle and pedestrian improvements with the City's road paving program, mitigation from new developments, and other emergent opportunities, making it possible to deliver projects more effectively and cost-consciously.

Public Outreach
The City undertook a full public participation process in the development of the Plan that included an advisory group of key stakeholders, public meetings, and an online feedback tool. The Plan fully reflects the Department of Public Work's plans and policies for travel and bike lane plans, sidewalk improvements and accessible ramp installations.

Next Steps
Mayor Fuller submitted the Plan to City Council on September 8, 2025 requesting the approval of the Walk, Roll and Bike Network Plan. The plan was reviewed and approved by Public Facilities Committee on October 22, 2025. See docket item here.
