Overview

As recipients of federal funds - Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) - from the U.S. Department of Housing and Urban Development (HUD), the City of Newton and the WestMetro HOME Consortium are required to take meaningful actions to overcome patterns of segregation and foster inclusive communities free from discrimination.

As a result, the City of Newton and the Consortium will work with consultants, Barrett Planning Group and JM Goldson LLC, to develop an Analysis of Impediments to Fair Housing Choice (AI). The AI will be an assessment of state and local government’s bylaws, ordinances, statutes, and administrative policies and local conditions that affect the location, availability, and accessibility of housing.

The AI will include three parts:

• Data Analysis
• Identification of Barriers
• Fair Housing Plan, which will identify steps the City of Newton and the Consortium can take to overcome the identified fair housing barriers

Project Timeline

March - Mid-April: Data Analysis (focus groups, interviews, data review, maps)

Mid-April - Early-May: Identification of Barriers (zoning review, focus groups, review of existing and past plans, studies, testing data)

May 4, 2020: Consultants' presentation of AI's key findings at the Planning & Development Board Public Hearing

Late-May - Late-September: Development of Draft Plan (actions, plan evaluation, cycle of updates)

Late Fall, 2020: Presentation of full Draft Plan to Planning & Development Board

December, 2020: Submission of Final Plan to HUD
