Annually, the City of Newton receives federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). HOME funds are received on behalf of the WestMetro HOME Consortium, consisting of twelve other member communities - the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, Watertown, and Wayland and the Cities of Framingham and Waltham. To receive this funding, the City of Newton and the WestMetro HOME Consortium are required by HUD to prepare a Consolidated Annual Performance and Evaluation Report (CAPER), analyzing the progress made in achieving the goals set forth in the FY21-FY25 Consolidated Plan. The Consolidated Plan outlines the strategies and goals Newton and the WestMetro HOME Consortium will employ for the use of CDBG, HOME, and ESG funds.

The City of Newton and the WestMetro HOME Consortium, consisting of twelve other member communities (the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, and Wayland and the Cities of Framingham, Waltham, and Watertown), are holding a public hearing regarding the FY26 Annual Action Plan (AAP), as required by the U.S. Department of Housing and Urban Development (HUD). The FY26 AAP describes the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funded projects that will be undertaken over the course of the upcoming fiscal year (July 1, 2025-June 30, 2026) as part of the goals and strategies outlined in the FY26-30 Consolidated Plan. The purpose of the public hearing on the FY26 AAP is to solicit feedback and ensure grant funds are effectively spent to assist low- and moderate-income residents.
FY26-FY30 Draft Consolidated Plan and Citizens Participation Plan now available for review
Over the last year, the Housing and Community Development Division has been working to update the City's Consolidated Plan as required by HUD for the City's Community Development Block Grant (CDBG) HOME Investments Partnerships Program (HOME) and Emergency Solutions Grant (ESG) federal grant funds. The newly updated plan will provide a guide and strategy for the future use of Newton's FY26-FY30 CDBG, HOME and ESG funding. HOME-ARP Allocation Plan
The Barrett Planning Group, on behalf of the WestMetro HOME Consortium, has prepared the HOME-ARP Allocation Plan, which outlines the strategy and planned expenditures of federal HOME-ARP funds from the U.S. Department of Housing and Urban Development (HUD). The Allocation Plan outlines the activities and goals planned to address the needs of qualifying populations within the Consortium communities. Allocated funds must be spent by September 30, 2030. About the Housing & Community Development Division
The mission of the Newton Housing & Community Development Division is to maintain the City's economic diversity through:
- The production and preservation of affordable housing and housing rehabilitation;
- The provision of human services for low- and moderate-income residents;
- The provision of homelessness prevention and support services; and
- The removal of architectural barriers for people with disabilities
To accomplish this mission, the City uses funds from three annual grants, totaling approximately $3.5 million, from the U.S. Department of Housing and Urban Development (HUD): CDBG, HOME, and ESG.
Community Development Block Grant (CDBG)
CDBG is designed to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities for low- and moderate-income persons.
The City of Newton's CDBG funds are allocated among four categories:
- Affordable Housing
- Human Services
- Architectural Access
HOME Investment Partnerships Program (HOME)
HOME was created to expand and improve the supply of decent, safe and affordable housing for low- and moderate-income persons.
As the lead entity for the WestMetro HOME Consortium, the City of Newton receives and administers HOME funds for the City and twelve other member communities - the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, Watertown, and Wayland, and the Cities of Framingham and Waltham.
Emergency Solutions Grant (ESG)
The ESG program is targeted at improving the lives and safety of persons who are homeless or at risk of becoming homeless. The program is designed to serve the region's most vulnerable population by providing funds to:
- Improve the quality and number of emergency shelters for homeless individuals and families;
- Help operate these shelters;
- Provide essential services to shelter residents;
- Rapidly rehouse homeless individuals and families; and
- Prevent families and individuals from becoming homeless
