Have a CPA Project?
Newton's CPA funding process begins with the submission of a funding 1) Newton's CPA funding process begins with a meeting with CPC staff to review the potential project and its eligibility.
2) Prepare and submit the project pre-proposal using the customized form and the guidelines and additional resources listed below. Once completed, the pre-proposal should be submitted to CPC staff for discussion at the next available CPC meeting. Check the Calendar for the CPC's monthly meeting schedule and upcoming agenda deadlines.
3) At the CPC's pre-proposal discussion, the Committee reviews the pre-proposal form to determine whether it will consider a full proposal for each project. The CPC may also request that additional information be included in the proposal or suggest ways of strengthening it. If approved, the CPC will vote to invite the applicant to submit a full proposal for the project.
4) Once the CPC has agreed to consider a full proposal, a full proposal should be drafted based on the pre-proposal discussion and including all necessary attachments, budgets, and project details. Only proposals which have been reviewed and considered to be complete will be scheduled for a public hearing.
5) At the public hearing, the applicant is invited to give a presentation to the CPC on the full proposal before discussion is opened first amongst the Committee members and then to the public. The CPC may choose to vote to recommend a project for funding at the end of the public hearing, or may continue the discussion to a future meeting.
6) Once the CPC has voted to recommend CPA funding for a project, the recommendation is forwarded to the City Council for their review and approval.
Funding Timeline
The CPC considers both pre-proposals and full proposals on a rolling basis.
Each full proposal the CPC agrees to consider, based on its pre-proposal discussion, must be submitted for a staff "completeness review" a minimum of 30 days before the date requested for the CPC public hearing and potential funding vote. The CPC has a longstanding commitment to make each proposal available to the public for at least a month ahead of the proposal's public hearing.
