Business Assistance Programs

The Newton Community Development Business Assistance programs are administered by Housing and Community Development staff in the Planning and Development Department. In an effort to increase economic opportunities, particularly for low- and moderate-income persons, the City of Newton offers two business assistance programs—the Microenterprise Loan Program and the Family Day Care Grant Program. These federally-supported business assistance programs are designed to invite economic diversity in Newton by encouraging microenterprise entrepreneurs to locate or expand in the city. Since the programs’ inception in the 1990s, the City has provided over $425,000 in loan and grant assistance to 16 Newton businesses.

The Microenterprise Loan Program is intended to help low- and moderate-income entrepreneurs start, continue or expand their microenterprise (consisting of five or fewer employees, including the owner) through loan assistance. Microenterprise loans range from $5,000 to $35,000 per loan. The Family Day Care Grant Program is designed to create new in-home family day cares through a partnership with the Newton Community Services Center’s Family Day Care System. Up to $2,500 is available for a low- to moderate-income person to start a family day care. The grant funds may be used for the purchase of furniture (cribs, high chairs, etc.), toys and equipment, books and art supplies, and minor home improvements as required for licensure. Existing day care providers in the System who are income-eligible may also apply for the grant for the replacement of day care items and/or home improvements relating to the business.
