The Brookline, Newton, Waltham, Watertown (BNWW) Continuum of Care (CoC) intends to accomplish several key tasks to function more efficiently and successfully in its mission to end homelessness within the geography. These tasks include a revision of all procedures and policies, including monitoring, implementation of Coordinated Entry, and increased collaboration between providers and the organizations and residents. The City of Newton is the Collaborative Applicant, the entity responsible for coordination and oversight of the CoC’s planning efforts. We do not have staffing to fulfill CoC obligations and accomplish the tasks this position requires. As a result, we are proposing to hire temporary staff to cover the overall administrative and planning responsibilities. There are adequate funds in the Housing and Community Development Division budget to cover the CoC Planner position until the end of 2016.
The responsibilities of the Temporary CoC planner will include, but will not be limited to following:
Preparation of the annual CoC program application
CoC Planner Coordination of data responsibilities related to the submission of the 2016 HIC, PITC, and AHAR
Review and confirmation of the GIW, HMIS data and data protocols
Management of the CoC, including scheduling of committee meetings, compilation of meeting minutes, and related administrative tasks
Assist with the administration of ESG Program
Perform other duties as required or directed
Strategic Planning: The CoC Planner will help expand and implement the initiatives outlined in the CoC strategic plan, with an emphasis on steps to end veterans’ homelessness, chronic homelessness, and family homelessness. S/he will ensure communication between Board members, sub-committees, and additional organizations.
Monitoring and Performance Outcomes: The CoC Planner will monitor and measure each agency’s progress towards outcomes as stated in the strategic plan and individual project applications. S/he will perform monitoring and assign corrective actions as necessary. Additionally, s/he will further development and expansion of the written protocol for ongoing program review, including written monitoring reports.
CoC structure: The CoC Planner will discuss, refine, approve and implement written CoC policies, as specified in the Governance Charter.
The CoC Planner will facilitate communication between CoC members and ensure that all participants understand the responsibilities of sub- committees. S/he will also increase public awareness of and participation in the CoC through engagement of the four municipalities. S/he will be responsible for maintaining and updating publicly available information related to the CoC, including the City’s webpage, public notices, and distribution emails.
Education: The position requires a Bachelor’s Degree and 2 years of related experience is preferred
