Coordinates the preparation of the City Budget, the Capital improvement plan and City’s multiyear forecast. Duties include but are not limited to developing timelines, preparing forms and procedures’, working with department’s to develop their budgets, preparing the labor budget, preparing preliminary and final documents, preparing the budget, and coordinating entry of data into the City’s financial systems.
Assemble and summarize data to structure sophisticated reports on financial status and risks. Develop financial models, conduct benchmarking and performance analysis. Assists in forecasting the City's major revenue sources. Leads expenditure forecasting based on current and forecasted economic trends and historical trends. Prepares financial forecasts for use in developing short and long-term financial plans and advises other on those findings. Assesses fiscal impacts of alternative budget policy; new federal, state and local legislation; and administrative actions. Responsible for managing the Capital Improvement Plan, driving production throughout all departments to execute the annual capital projects, and providing project updates and timelines to the Executive Office, Board of Aldermen, and various other committees and commission.
Knowledge of local government budget and accounting principles, Governmental Accounting Standard Boards (GASB) pronouncements and interpretations. Possess critical thinking skills, analytical thought process and business acumen. Effectively able to manage multiple projects with limited guidance. Intermediate skill level in Excel and Microsoft Office software. Basic statistical analysis. Strategic and critical thinking in approach to problem solving, issue resolution and solution development. Ability to effectively summarize and communicate financial issues, complex problems and analytics, both orally and in writing, Use of a variety of reporting tools and financial software. Ability to communicate and influence both up and down the chain of command effectively.
