The Programs and Services Committee reviews items relating to the Human Services Department, Library, Recreation Department, Law Department (except for claims), Veterans’ Services Department, Licensing Commission, City Clerk, Clerk of the Council, Rules of the Council, Election Commission, Health Department, Newton Public Schools, Community Schools, Newton Housing Authority; as well as matters relating to the inter-relationship of the School Committee and Newton Public Schools with other areas of City government.

Proposed Leaf Blower Ordinance Information

#31-15     PROGRAMS & SERVICES COMMITTEE proposing an ordinance to limit the use of leaf blowers.

#31-15(2) PROGRAMS & SERVICES COMMITTEE requesting to amend Chapter 20-13, Noise Control, relative to time restrictions on the use of yard, garden or grounds maintenance equipment.

#31-15(4)   PROGRAMS & SERVICES COMMITTEE requesting that the City of Newton Ordinances Chapter 20, Section 51, Depositing of Litter, be amended to include leaves, yard waste, and other similar material, and that civil fines be associated with violations of the section and added to Chapter 20, Section 21.  [03/24/16 @1:41 PM]

THE PROGRAMS & SERVICES COMMITTEE VOTED TO APPROVE THE LEAF BLOWER ORDINANCE AT ITS SEPTEMBER 21ST MEETING.  THE MAIN POINTS OF THE ORDINANCE INCLUDE, BUT ARE NOT LIMITED TO:

  • BAN ON LEAF BLOWER USE FROM MEMORIAL DAY TO LABOR DAY
  • HOURS OF OPERATION DURING NON-BAN TIMES ARE:
    • MONDAY - FRIDAY: 8:00AM - 5:30PM
    • SATURDAY: 9:30AM - 5:30PM
    • SUNDAY AND LEGAL HOLDAYS: ALLOWED ONLY FOR USE BY RESIDENT OF PROPERTY ON WHICH LEAF BLOWER IS BEING OPERATED: 9:30AM - 5:30PM
  • LEAF BLOWERS MUST HAVE MANUFACTURER'S LABEL INDICATING DECIBEL LEVEL OF 65 OR LOWER

THIS ITEM HAS BEEN REFERRED TO FINANCE COMMITTEE.  AFTER THEIR REVIEW AND VOTE IT WILL GO ON TO THE FULL CITY COUNCIL FOR A FINAL VOTE.  PLEASE CHECK BACK HERE FOR UPDATED SCHEDULES FOR THOSE MEETINGS.

THE ORDINANCE AS APPROVED BY PROGRAMS AND SERVICES WILL BE POSTED HERE AS SOON AS IT IS DRAFTED.
 
PLEASE NOTE THAT COMMITTEE MEETINGS OF THE CITY COUNCIL ARE PUBLIC MEETINGS AND ANYONE MAY ATTEND, HOWEVER, IT IS AT THE DISCRETION OF THE CHAIR AS TO WHETHER PUBLIC COMMENT WILL BE TAKEN.  ANY WRITTEN COMMENTS ON THE PROPOSED REGULATIONS MAY BE SUBMITTED TO KDEAN@NEWTONMA.GOV THEY WILL BE DISTRIBUTED TO THE CITY COUNCIL AND BE PART OF THE RECORD, AS HAVE ALL PAST CORRESPONDENCE.
