The Programs and Services Committee reviews items relating to the Human Services Department, Library, Recreation Department, Law Department (except for claims), Veterans’ Services Department, Licensing Commission, City Clerk, Clerk of the Board, Rules of the Board, Election Commission, Health Department, City Physician, Newton Public Schools, Community Schools, Newton Housing Authority. As well as matters relating to the inter-relationship of the School Committee and Newton Public Schools with other areas of City government.

Proposed Leaf Blower Ordinance Information

#31-15     PROGRAMS & SERVICES COMMITTEE proposing an ordinance to limit the use of leafblowers.
#31-15(2) PROGRAMS & SERVICES COMMITTEE requesting to amend Chapter 20-13, Noise Control, relative to time restrictions on the use of yard, garden or grounds maintenance equipment.

THE PROGRAMS & SERVICES COMMITTEE WILL BE TAKING UP THE LEAF BLOWER ITEMS AT IT'S FEBRUARY 3RD AND FEBRUARY 17TH MEETINGS, WHICH START AT 7:45PM IN ROOM 211 OF CITY HALL.  DISCUSSIONS WILL TAKE PLACE IN COMMITTEE AND THERE WILL BE NO OPPORTUNITY FOR PUBLIC COMMENT. 
NO VOTE ON A FINAL DRAFT WILL TAKE PLACE AT EITHER OF THESE MEETINGS.  THE CHAIR ANTICIPATES A COMMITTEE VOTE IN LATE MARCH.

THE MOST UP-TO-DATE VERSION OF THE ORDINANCE IS POSTED BELOW.  THE MOST SIGNIFICANT CHANGE IS THE DELETION OF THE TOTAL BAN PROVISION, LEAVING A SEASONAL BAN ONLY.  AN ADDITIONAL PROVISION WAS PROPOSED TO REGULATE THE BLOWING OF DEBRIS ONTO OTHER PEOPLE'S PROPERTY.
IF ADOPTED, THIS WOULD BE ADDED AS A NEW SECTION IN CHAPTER 20 AND NOT INCLUDED IN THE NOISE CONTROL SECTION OF THE ORDINANCE.  IT IS POSTED BELOW AS WELL WITH CHANGES FOUND ON PAGES 20, 24 AND 31.

PLEASE NOTE THAT COMMITTEE MEETINGS OF THE CITY COUNCIL ARE PUBLIC MEETINGS AND ANYONE MAY ATTEND, HOWEVER, IT IS AT THE DISCRETION OF THE CHAIR AS TO WHETHER PUBLIC COMMENT WILL BE TAKEN.  ANY WRITTEN COMMENTS ON THE PROPOSED REGULATIONS MAY BE SUBMITTED TO KDEAN@NEWTONMA.GOV  THEY WILL BE DISTRIBUTED TO THE CITY COUNCIL AND BE PART OF THE RECORD, AS HAVE ALL PAST CORRESPONDENCE.
