Mission Statement

The mission of the Department of Health and Human Services is to protect, promote, and sustain the health, harmony, and well being of all Newton residents, in a culturally sensitive, customer friendly manner. Our focus is on prevention.

Housing Regulations
  • Enforce state and local regulations regarding:
    • Tenant occupancy
    • Public buildings, dormitories, rooming houses
    • Abrasive blasting of paint
  • Issue certificates of habitability (enforce state housing codes)
  • Test for lead in paint and advice on abatement
  • Respond to all complaints regarding housing violations
  • Provide inspections for the presence of asbestos and assess its conditions and instruct owners on proper abatement procedures.
